CTG Programmer Analyst (.Net, C#) in Anchorage, Alaska

CTG is seeking to fill a Programmer Analyst (.Net, C#) opening for our client in Anchorage, AK.

Location: Anchorage, AK

Duration: 9 months

Key Responsibilities:

  • Program and System Design: Write program specifications, analyze alternatives, and create project plans, including developing Work Breakdown Structures (WBS) and cost estimates.

  • Consultation and Requirements Analysis: Work closely with users to document requirements, analyze workflows, and develop project proposals and recommendations for system improvements.

  • Design and Development: Design and implement software applications following programming standards, create detailed structure charts and coding specifications, and develop new web applications using .NET and C#.

  • Feasibility and Testing: Participate in feasibility studies for new or converted systems, design test plans, and perform system testing to ensure the software functions correctly.

  • Security and Quality Assurance: Design and implement security measures to provide controlled access to applications and data. Enforce quality assurance standards for coding, testing, and deployments.

  • Technical Leadership: Serve as a senior technical resource and provide guidance to less experienced colleagues. Lead and coordinate programming efforts, ensuring best practices are followed.

  • Operational Support and Troubleshooting: Provide advanced software support, resolve technical issues, and assist with software installation and upgrades.

  • Collaboration and Documentation: Collaborate with cross-functional teams to solve complex technical issues. Document program designs, system architecture, and detailed logic diagrams.

  • Policy Development and Training: Participate in developing internal technical policies and standards. Provide training and mentorship to users and Information Services (IS) staff.

  • Project Management: Track project progress, provide regular status reports, and ensure projects are completed on time and within scope.

Required Qualifications:

  • Education & Experience:

  • Bachelor’s degree in Computer Science, Information Systems, or a related field (e.g., MIS, Mathematics, Electrical Engineering), with at least 5 years of experience as a programmer/analyst.

  • Alternatively, 10 years of relevant computer programming experience, with proficiencies outlined in the skills matrix.

  • Technical Proficiency:

  • Proficient in C#, .NET, SQL, and object-oriented programming.

  • Experience with web services, data modeling, and system design.

  • Familiarity with software development frameworks and databases (Oracle, SQL Server).

  • Problem-Solving & Analysis:

  • Ability to analyze complex problems, design solutions, and create clear logic diagrams.

  • Experience with business process reengineering and workflow analysis.

  • Communication & Collaboration:

  • Strong interpersonal, communication, and documentation skills.

  • Ability to lead project teams, communicate effectively with users, and develop system specifications.

  • Leadership & Mentorship:

  • Capable of leading project teams and advising colleagues on programming techniques and best practices.

  • Other Skills:

  • Ability to adapt to new technologies and changing environments.

  • Willingness to participate in 24-hour on-call support, including some weekend work.

  • Ability to travel to remote facilities as needed.

Preferred Qualifications:

  • Additional Technical Skills (Skills Matrix):

  • Proficiency in ArcGIS (ArcFM Designer, ArcGIS Desktop, ArcGIS Server), Python, and GIS-related technologies.

  • Familiarity with frameworks and content management systems such as Drupal and MVC.

  • Experience with ColdFusion, Crystal Reports, and PeopleSoft is a plus.

  • Advanced Database and Development Skills:

  • Expertise in PL/SQL, database design, and performance tuning methods.

  • Experience with Google Maps API, JavaScript/jQuery, and web development techniques.

Excellent verbal and written English communication skills and the ability to interact professionally with a diverse group are required.
