Job Location:Western US and Alaska
Position Summary:As the NEPA Practice Leader you are expected to bring a high level of knowledge of statutes, regulations, regulatory compliance, and process to support our clients navigating NEPA. In this position you will assist clients engaged in a NEPA process, serve as a project lead on an EIS or EA as a third-party contractor, and prepare comments for other stakeholders in the NEPA or general permitting and environmental review process. You must demonstrate the ability to incorporate analytical thinking and understanding of regulatory process into the deliverables required by our clients while leading and mentoring internal resources and managing projects. As a project manager, you will lead and manage staff, have specialized knowledge of systems and technical requirements, and functions as a professional in the field of science working with specialized knowledge and exercising independent judgment. ANILCA and ANCSA experience preferred.
Roles and responsibilities include but are not limited to:
- Develop systems and procedures to improve current regulatory process and tracking systems
- Lead and implement an effective project management process for all projects
- Prepare technically sound and legally defensible analyses and environmental assessment documentation
- Incorporate data in a clear and concise manner into compliance documents
- Conduct a wide range of public involvement activities through in-person meetings and online applications
- Evaluate and analyze data in support of project requirements
- Mentor mid-level staff to gain confidence in their skills and become the future leaders for the company
- Identify and design systems and procedures as needed to make Owl Ridge more efficient and with greater deliverable quality. This is a duty of all Owl Ridge employees
- Become engaged in business development activities, build on existing relationships, networking in the industry, and assure high quality and timely response to client needs
Position Qualifications and Skills:Qualified candidates will demonstrate the following requirements:
- Bachelors, Masters, or Ph.D. degree(s) in natural sciences or related discipline or other relevant field of study
- Minimum 10 years direct experience in natural resources project management and environmental permitting
- Seven years conducting NEPA analyses and studies and a willingness to tackle tasks outside your core expertise
- Project management experience with large, complex projects
- Subject-matter expertise in natural sciences and cultural resources
- Solid understanding of the regulatory environment that drives the scientific and data needs of the project
- Sound working knowledge of BLM, FWS, and NMFS regulatory process and compliance programs
- Strong communication skills with all staff to develop a teamwork atmosphere. All staff are important for the success of our clients and company
- Strong writing and editing skills
- High skill level with MS Office (Word, Excel, Access), MS Project, MS Visio, and GIS, and electronic document review and preparation
Travel Requirements:The position is primarily remote-work based with limited field work requirements andmay require travel to project areas and for meetings with clients, regulators, and stakeholders. Destinations may include remote Alaska sites, sites throughout the western US, or other Owl Ridge office locations.
