Job Description

This is a non-merit position with theIowa Department of Transportation.Candidates must follow the instructions in the "To Apply" section.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

The Iowa Department of Transportation (DOT) is seeking a Chief Operating Officer to provide visionary leadership and work towards accomplishing our Mission ofMaking Lives Beter Through Transportation.

The Iowa DOT is one of the largest agencies in the State of Iowa’s Executive Branch. DOT operates an approximately $450 million budget and is comprised of five divisions with a broad range of transportation responsibilities. This senior executive position will work closely with the Director and has broad responsibility for day-to-day administrative and operational functions that include the divisions of Administrative Services; Transportation Development; Motor Vehicle; Field Operations; System Operations and Information Technology. The leaders of these functional areas report directly to the Chief Operating Officer (COO), who reports to the Director.

In this position, you will be responsible for delivery of effective and efficient customer-focused services; execution of business strategies with an emphasis on continual improvement and data driven results; ensuring programs and projects are effectively managed and executed; and directing, planning, and implementing DOT administrative policies, objectives, and activities for ongoing operations and productivity. You will need a creative mindset to improve business processes and controls, strong listening and communication skills, strong problem-solving skills, and the ability to build relationships among a wide diversity of people.

This strategic leadership position collaborates with members of the State Legislature, Department of Management, Governor's Office, Department of Administrative Services and other stakeholders on problem resolution and efficient execution. Carrying out the functions of the office, the COO may represent the Director and the department in internal and public meetings.

The Exceptional Applicant will be a well-rounded, senior manager or executive with the highest professional ethics, strong leadership, passion for solving complex programmatic issues, and proven commitment.

The preferred applicant should have at least ten years of experience in full-time professional positions leading and directing major organizational units to achieve successful operation and delivery of products or services, including:

  • Experience which includes setting and executing program goals and objectives, developing and managing complex budgets, allocating resources to achieve objectives and goals, and managing expenditures to achieve results.

  • At least two years professional experience leading and fostering a high-performance team and managing professional and support staff involved in a complex, diverse program area.

  • Familiarity with Human Resources and internal budgeting as well as other operationally relevant experience.

  • Being conversant intransportation programsor demonstrate proficiency in related subject matter.

Minimum Qualification Requirements

1) Graduation from an accredited four-year college or university with a bachelor’s degree in any field and experience equal to ten years of full-time management/executive-level work in leading and directing major organizational units, setting and executing program goals, developing and managing complex budgets allocating resources, and leading high performance teams.

2) All of the following (a, b, and c):

a. Eight years of full-time work experience in leading and directing major organizational units, setting and executing program goals, developing and managing complex budgets allocating resources, and leading high performance teams; and

b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

c. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty four semester hours of accredited graduate college or university coursework in a management-oriented curriculum (e.g., public or business administration) equals one year of full-time experience.

3) Current, continuous experience in the state executive branch that includes experience equal to three years of full-time work as a Public Service Executive or comparable management-level position.

4) Current, continuous experience in the state executive branch that includes experience equal to five years of full-time work as a Public Service Manager 2 or comparable management-level position.
