Job Summary & General Information

Under general direction of the Support Services Manager, is responsible for permit/plan intake. Work involves providing information and assistance to the general public regarding a variety of permit applications, forms, building codes, general zoning and building permit issues; processing and printing a wide variety of construction permits; maintaining a variety of records and maintaining a database of inspection results; and providing highly responsible professional assistance to senior management.

This is a Non-exempt position.

Overview of Duties and Responsibilities

ESSENTIAL JOB FUNCTIONS & RESPONSIBILITIES

  • Greets customers at the front window and determines the best manner in which to serve the customer and/or how to direct their inquiry, while demonstrating high customer service, efficiency, and teamwork.

  • Screens and directs calls and public visitors; including general information about Alpharetta; receives citizen complaints or questions and refers to appropriate department or division staff member for resolution.

  • Provides a variety of specialized information in person or on the telephone regarding permit requirements, building codes and regulations to realtors, developers, architects, contractors, engineers, and the general public.

  • Explains department policy and procedures; read, interpret, and explain technical information to the public.

  • Receives inquiries from permit applicants and other interested parties regarding permit/plan review requirements, fees, and process. Identifies codes and ordinances which may apply to projects and provide related information to applicants. Advises applicants of requirements of the permit processes and refers them to other divisions or departments where appropriate.

  • Provides information to the public relating to the status of projects and permits.

  • Receives, reviews, and processes a variety of forms and applications necessary for issuance of permits including building, mechanical, electrical, plumbing, low voltage, signs, banners, special use permits and online permits by verifying or reconciling the scope of work and contacting permit applicants for corrections.

  • Participates in the coordination, preparation, and processing of complex applications for Public Hearing, Design Review Board, Land Disturbance, Zoning, and Tree Removal permits.

  • Prints and issues a variety of permit forms.

  • Verifies that required permits, licenses and insurances have been obtained.

  • Reviews and releases copies of permit records in accordance with state statutes and departmental policies, assists internal and external records request within prescribed timelines.

  • Calculates fees and provides fee estimates as requested.

  • Collects, records and balances permit related monetary transactions

  • Payment processing and reconciliation for Business Licenses.

  • Prepares deposit statements and deposits fees with the Finance Department.

  • Prepares, maintains, and updates reports, technical records, weekly online reports, files, logs, memoranda, and letters pertaining to permitting; includes paper filing active files and converting to electronic documents upon completion or expiration.

  • Assists record management and archive duties.

  • Researches, compiles, and analyzes data for special projects and various reports.

  • Enters inspection data.

  • Establishes procedures for and participates in updating and maintaining a variety of files, including a computer database, permits, and certificates of occupancy, contractor licensing records, permit applications, permit documents and inspection records.

  • Communicates with personnel from other departments regarding zoning requirements, legal descriptions, boundaries, and other permit-related issues.

  • Receives and routes a variety of plans, specifications, and other documents in accordance with established procedures; including monitoring level of service provided.

  • Collects and prepares commercial and residential packets of information for developers and contractors; prepares materials and correspondence for distribution within the City and to other related external businesses and governmental agencies; researches information as necessary; photocopies, mails and/or faxes materials as necessary.

  • Maintains contact with inspectors, and dispatches personnel to duty stations as needed.

  • Issues stop work orders at the direction of authorized staff.

  • Works safely and cooperatively with other co-workers and the public.

  • Performs related duties as required or assigned.

KNOWLEDGE, SKILLS, & ABILITIES REQUIRED

Knowledge of:

  • City zoning ordinances and specialized regulations related to permit issuance.

  • Materials, methods, and safety standards of building construction.

  • Building and zoning codes and ordinances enforced by the city.

  • City government services and processes.

  • Principles and procedures of recordkeeping.

  • Principles of business letter writing and basic report preparation.

  • Methods and techniques of public relations.

  • Basic principles and practices of budget preparation and administration.

  • Telephone techniques and etiquette.

  • English usage, spelling, grammar, and punctuation.

Ability to:

Minimum Qualifications

Combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.

Required:

  • High school diploma or GED equivalency; additional specialized course work in construction or building technology, blueprint reading and drafting, building inspection, or a related field is desirable.

  • Two years of performing Permit Technician duties or four years of progressively responsible administrative and clerical experience preferably in an area related to the department’s function.

  • Possession of, or ability to obtain, within one (1) year of appointment, a Permit Technician Certificate from the International Code Council (ICC).

  • Possession of a valid Georgia Class C driver’s license

PHYSICAL DEMANDS & WORK ENVIRONMENT

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting and operate office equipment. Continuous sitting and upward and downward flexion of neck; fine finger dexterity; light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment; pinch grasp to manipulate writing utensils. Frequent side-to-side turning of neck, walking, standing, bending, stooping, pushing/pulling, and twisting at waist; moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 20 lbs. from below waist to above shoulders and transporting distances up to 50 yards. Occasional squatting, kneeling, and reaching above and at shoulder height; moderate grasping to manipulate reference books and manuals; lifting objects weighing 20-35 lbs. from below waist to above shoulders and transporting distances up to 50 feet.

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.

Hearing: Hear in the normal audio range with or without correction.

Medical: 2 High Deductible Health Plan (HDHP) options (HRA and HSA) with lower monthly costs. Dental: no deductibles. Coverage includes preventive, basic, major restorative, and child orthodontia. Retirement Health

Medical Coverage: retirees (age 55+ and 10+ yrs. of service) may continue individual coverage up until Medicare eligibility at age 65. Retirement

Defined Contributions 401(a): City contributes 10% of employee's annual base pay. Vested benefit accrued at 20% a year, with full vesting after 5 years of service. Deferred Compensation (457) and Matching Contributions: employees may elect to participate at any time. After 1 year of continuous employment, City matches employee's contributions, up to 5%.

Paid Parental Leave

2 weeks paid parental leave for birthmother, spouse and adoptive parents (after 1 year of employment).

Georgia College Savings (529)

Employees can opt to participate in this state-sponsored, tax-advantaged college savings plan.

Tuition Reimbursement

After 1 year of employment, employees may receive tuition reimbursement up to a rate equivalent to 15 credit hours at Georgia State University annually. Reimbursement is based on prior approval, course grades, and annual program funding.

Group Term Life Insurance and AD&D

Employee: 3.5 x annual base pay up to annual maximum. Spouse: $5,000. Child: $2,500. Premiums paid 100% by the City.

Short-Term Disability: 66.67% of base pay after 14 days of disability. Long-Term Disability: 60% of base pay after 26 weeks of disability. Premiums paid 100% by the City.

Paid Time Off (PTO)

PTO is provided for rest, recreation, illness and family needs. Hours are accrued bi-weekly.

  • 0.0 - 1.0 yrs of service - 12 days annually

  • 1.1 - 5.0 yrs of service - 18 days annyally

  • 5.1 - 10.0 yrs of service - 24 days annually

  • 10.1 + yrs of service - 27 days annually
