Defense Human Resources Activity PROGRAM OPERATIONS ADVISOR in Alexandria, Virginia

Summary This position is part of the Defense Human Resources Activity. The incumbent will be responsible for assisting the Director of Programs with implementing and accomplishing the goals, objectives, and priorities established by legislation and policy. Responsibilities As a PROGRAM OPERATIONS ADVISOR at the GS-0301-14 some of your typical work assignments may include: Advises the Director of Programs on program actions and initiatives and assists in the conception, development, and management of plans and strategies for the internal and external implementation of long-range NSEP education projects including the Language Flagship program and day-to-day operations. Provides oversight of the technical, administrative, contractual, grant activity and scholarship awards for the Language Flagship program and related initiatives. Coordinates special initiatives with the Boren awards programs; monitors and assesses performance of grant programs; and develops new programs and solicitations as needed. Responds to Executive and Legislative requirements for information on NSEP programs; facilitates programs in conjunction with, and in support of education associations and executives; coordinates NSEP policies with senior representatives from institutions of higher education; presents program activities and results to members of the National Security Education Board and other organizations. Ensures efficiency and effectiveness of programs within budgetary resources and contract staffing through onsite peer reviews, program data analytics, technical analysis, and routine program monitoring. Reviews and discusses the policies, principles, and issues affecting the accomplishment of the Language Flagship program and NSEP mission with the Director of Programs, Staff, and senior DoD Staff officials to resolve difficult and broad issues impacting NSEP and DoD as a whole. Requirements Conditions of Employment Qualifications You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Demonstrated experience working in U.S. higher education programming, international and overseas study programs, and language, regional expertise and culture education. Strong oral and written communication skills to present program activities and results to members of the National Security Education Board and other organizations. Utilize language instruction concepts, techniques, and theories to implement policies related to the Language Flagship program or related federal initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
