New York eHealth Collaborative– Integration Engineer

New York eHealth Collaborative (NYeC) is a not-for-profit organization working in partnership with the New York State Department of Health to improve healthcare by collaboratively leading, connecting, and integrating health information exchange across the State.

Founded in 2006 by healthcare leaders, NYeC works to help New York State achieve the Triple Aim of improving the patient experience of care, delivering better health outcomes, and reducing costs. On behalf of the State, NYeC leads the Statewide Health Information Network for New York (SHIN-NY), a network connecting healthcare providers statewide, develops policies and standards that support the utilization of health technologies, assists healthcare providers in adopting and effectively using electronic health records, and ensures that the SHIN-NY provides services to support the State’s public health and Medicaid efforts.

Position Summary:

We are seeking an experiencedIntegration Engineerto join our innovative team. In this role, you will collaborate with cross-functional teams to design, develop, implement, and maintain integration solutions, while ensuring scalability, reliability, and security. You will play a crucial role in shaping the future of HIE technology, collaborating with New York’s Health Information Exchanges (HIEs), and ensuring seamless integration of various systems and applications, enabling efficient and effective data flow across the organization. To succeed in this role, you must have a strong technical background and a deep understanding of integration principles and best practices. You should be adept at analyzing complex problems, identifying root causes, and providing innovative solutions. This role can be based out of the Albany, NY or Manhattan, NY office.

Key responsibilities for this position include:

  • Design, develop, and maintain robust integrations between our infrastructure and various EHRs and digital health systems, focusing on collaboration with multiple Health Information Exchanges (HIEs) and Qualified Entities (QEs). Ensure seamless data flow and interoperability across diverse healthcare systems and institutions.

  • Act as a project coordinator for integration projects, managing timelines, resources, and stakeholder communication. Ensure projects are delivered on time, within scope, and meet quality standards.

  • Develop, deploy, and maintain HL7 interfaces for healthcare software applications.

  • Create and refine Java-based solutions to efficiently process HL7 messages.

  • Collaborate closely with diverse teams, including software developers, analysts, and healthcare professionals, to gather requirements and translate them into technical solutions.

  • Diagnose and resolve issues related to HL7 interfaces and message processing.

  • Conduct thorough code reviews, testing, and debugging to ensure the reliability and quality of healthcare software applications.

  • Stay updated with the latest industry standards and best practices concerning HL7 and healthcare interoperability.

  • Document technical specifications, system configurations, and integration processes related to HL7.

  • Other tasks as assigned.

    Experience and Skills Required:

  • Bachelor's degree in Computer Science, Information Technology, or a related field.

  • 5-7 years of experience in designing and implementing integration solutions.

  • Strong knowledge of integration technologies and protocols, such as REST, SOAP, and JSON.

  • Proficient in programming languages like Java, Python, or C#.

  • Proven experience in integration engineering, with a strong focus on system integration using industry standard protocols and technologies.

  • Familiarity with API design and development.

  • Strong knowledge of data integration patterns and methodologies.

  • Hands-on experience with middleware and integration platforms.

  • Proficient in electronic data exchange mechanisms. This could include Web Services, HL7 v2 or v3, FHIR or other data interchange standards and mechanisms.

  • Demonstrated ability to help design and lead data interchange between healthcare systems.

  • Experience in implementing, managing, and supporting system interfaces, preferable in a healthcare environment.

  • Knowledge of standard healthcare terminology.

  • Knowledge of cloud computing platforms, such as AWS or Azure required.

  • High degree of knowledge in terms of security and compliance considerations in integration projects.

  • Work with databases such as MS SQL, Oracle, or DB2, and proficiently write DML, DDL, Stored Procedures, and Joins.

  • Knowledge of data profiling and analysis, including ETL processes.

  • Develop, deploy, and maintain HL7 interfaces for healthcare software applications

  • Proficiency in Java programming language and relevant frameworks (e.g., Spring, Hibernate)

  • Experience working with healthcare information systems like Electronic Health Records (EHR) and Health Information Exchanges (HIE)

  • Knowledgeable about healthcare data exchange protocols and technologies, such as TCP/IP, XML, JSON, and RESTful APIs

    Experience and Skills Preferred:

  • Health Information Technology (HIT) and Health Information Exchange (HIE) background.

  • Compliance and Regulatory Knowledge:Familiarity with Personally Identifiable Information (PII), Protected Health Information (PHI), the Health Insurance Portability and Accountability Act (HIPAA), and Health Information Trust Alliance (HITRUST) compliance frameworks is highly valued in this role. The ideal candidate will have a strong understanding of these regulations and the implications for system architecture and software development within our sector. This includes but is not limited to:

  • Designing and implementing secure systems that protect sensitive data and ensure privacy.

  • Understanding and applying the necessary controls and procedures to maintain compliance with HIPAA and HITRUST standard.

  • Navigating the complexities of data protection regulations to support our organization's goals and compliance requirements.

  • Industry certifications in integration technologies (Mirth Connect or similar) a plus.

  • Experience with data mapping and data transformation.

  • Background of working with MDM (Master Data Management) technologies.

    Expectations of Employees:

  • NYeC supports the healthcare sector, and we expect every employee to be vaccinated in accordance with NYeC’s policy before beginning employment with NYeC and present proof prior to their start date, unless they have requested and been granted an exemption or accommodation (based on disability/medical condition or a sincerely held religious belief).

  • Employees work a hybrid in-office schedule (at either our Manhattan, NY or Albany, NY office and then remotely). Barring specific exemptions, team members are expected to work from the office on a regular schedule determined by the COO and on other days specified by their manager (no less than 1 day per week in the office). This schedule is subject to change.

  • NYeC supports work happening across New York State. From time to time our team members must visit other parts of the state. The most common requirement is for a New York City based team member to travel to Albany and vice versa.

    We consider a wide range of factors when determining compensation, which may cause compensation to vary depending on your skills, experience, qualifications, and home office location (Manhattan, NY vs. Albany, NY). The annual base salary range for this role for an Albany, NY based candidate is $90,000 to $115,000. The annual base salary range for this role for a Manhattan, NY based candidate is $110,000 to $140,000. The salary offer will not be based on a candidate’s salary history at other jobs, and by law, NYeC will not seek information about salary history, and candidates should not share such information with NYeC.
