HDR is leading the charge to modernize and decarbonize the nation's electrical grid. We are looking for an experienced Sr. Environmental Specialist to join our highly collaborative team in the New York/NJ Area. The successful candidate for this position will be a well-rounded, team-oriented individual, with excellent communication skills who is capable of performing activities related to the environmental permitting of energy infrastructure projects.

We will look to the successful candidate to lead a variety of environmental studies, permitting, and documentation projects or tasks that may include New York State Environmental Quality Review Act (SEQR) and National Environmental Policy Act (NEPA) documentation; Article VII permitting; Section 94-C siting; permit applications under Section 404 of the federal Clean Water Act; and consultation with stakeholders.

Primary Responsibilities:

  • Collect project-related data, which may include research, conducting surveys for listed species, interviews with government agencies and clients, map reviews, field investigations for wetlands, land use, etc.
  • Assimilate and manage data.
  • Define the level of environmental analysis required.
  • Perform complex assignments, making independent decisions on problems and methods.
  • Assist in preparation for and participation in public information meetings and hearings.
  • Assist public and private clients with permit coordination, acquisition and compliance.
  • Work independently on medium-size projects, or assist others on larger projects.
  • Perform project management responsibilities, including preparing and managing scopes of work, budgets, schedules, and issue resolution.
  • Lead consultation with regulatory agencies, public meetings/hearings, and client coordination.
  • Lead the development of environmental documentation, including study reports, Environmental Assessments, Environmental Impact Statements, and applicant-prepared environmental studies.
  • Assess and analyze siting and routing of energy infrastructure projects to identify constraints and barriers and develop recommendations for avoidance and/or mitigation.
  • Assess and analyze project impacts to identify permit/license requirements and develop strategies to avoid or minimize project-related effects.

Preferred Qualifications

  • Experience preparing exhibits for Section 94-c applications for renewable energy infrastructure projects in New York State.
  • Previous experience conducting wetland delineations.
  • Experience conducting threatened and endangered species surveys.
  • Local candidates preferred.
Required Qualifications
  • Bachelor's degree in Environmental Science or closely related field
  • 5 years technical and/or field experience preparing environmental documents
  • Proficient with MS Office (Word, Excel)
  • Strong environmental writing and communication skills
  • Strong conceptual, organizational, problem-solving and research abilities
  • Ability to work independently and as part of a team
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
