Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:• An Architect’s license, with current registration, from any state or territory of the United States.PROMOTION: Current State employees must have one year of permanent competitive 55 b/c service as an Assistant Architect, SG-20, AND possession of a New York State Professional Architects license and current registration.COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Architect.Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Facilities Planner 2, Professional Engineer 1 (Civil/Construction). For provisional appointment, candidates must have either one year of permanent competitive 55 b/c service as an Assistant Architect, SG-20, AND possession of a New York State Professional Architects license and current registration OR possession of a New York State Professional Architects license and current registration. Provisional candidates must take the examination for Senior Architect when it is next offered and must be reachable on the resulting in eligible list to maintain employment. It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Architect 1 position in the Office of Facilities Planning. This Office is primarily responsible for code enforcement, life safety, fire safety and health in all public K-12 schools and BOCES in the State, exclusive of New York City. Under the direction of an Associate Architect, the incumbent will be responsible for review and approval of architectural construction documents for capital construction undertaken by public school districts and BOCES that require the approval of the Commissioner of Education. The duties of this position include, but are not limited to, the following:• Review bid documents for compliance with the NYS Uniform Fire Prevention and Building Code as well as compliance with the Commissioner’s health and safety regulations and the Department’s Manual of Planning Standards prior to the issuance of a building permit;• Review and approve contract change orders submitted for previously approved projects;• Provide technical assistance to school districts, architects and engineers working on public school projects. Interpret building codes and Manual of Planning Standards where necessary;• Assist with running the annual fire safety and fire inspection reporting process for all schools in New York State, according to Commissioner’s Regulations, including authorizing the issuance of Certificates of Occupancy;• Conduct research and/or coordinate training activities and presentations for school facility related issues such as emergency planning, radon, lead paint, asbestos, mercury, pesticide use, carbon monoxide, etc.;• Respond to correspondence from a wide range of individuals, including parents, school administrators and legislators;• Perform special assignments as required, such as drafting regulations; and• Make field visits and inspections as required to investigate code compliance, complaints or emergency conditions and provide on-site technical advice.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent-permanent, competitive appointment OR a contingent-permanent non-competitive appointment OR a temporary provisional appointment. This may be a temporary provisional appointment. Provisional candidates must take the examination for Senior Architect when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Continued employment as a Senior Architect is dependent upon maintaining New York State Professional Architects license and current registration. Failure to maintain New York State Professional Architects license and current registration will result in removal from employment. This position will require occasional (10%) in-state travel.This position leads to a maximum salary of $111,897 based on annual performance advances.
