Job Description:

Responsibilities

The Research Scientist IV will be responsible for leading a research agenda and implementing health informatics strategies in support of the Opioid Data to Action in States Grant. In collaboration with staff from the Public Health Information Group, the Opioid Prevention Program, and the Department's programs and Performance Improvement Council, the incumbent will manage the coordination, development, and implementation of the epidemiology, surveillance, research, and evaluation activities for opioid-related indicators to guide overdose response and target interventions.

Specific duties will include: Managing the development of a detailed research and analysis plan that includes major measures and appropriate data sources; overseeing the development of algorithms for various opioid-related measures; and overseeing the development of analytical programs for validating measures and generating results. The incumbent will oversee research for new technology and methods to develop, expand, and enhance the functionality of the Opioid Dashboard to assess opioid burden, identify high-risk populations, and monitor progress. The incumbent will oversee the development of written reports, peer-reviewed publications, and presentations; manage evaluation activities to assess the effectiveness of strategies; lead the response to ad-hoc requests; and provide guidance and technical assistance to major stakeholders. The incumbent will perform tasks related to supervision of staff and other related duties as assigned.

Minimum Qualifications

Bachelor's degree in Public Health, Epidemiology, Health Informatics, or Statistics or a related field and five years of research experience; OR a master's degree in a related field and four years of research experience or a Doctorate in a related field and two years of research experience.

Preferred Qualifications

Master's degree in public health or related field and at least four years of experience in public health research, surveillance, and evaluation. Proficiency in data analysis, database and statistical software, interpretation, and dissemination of data for varied audiences, and provision of surveillance and evaluation technical assistance. Background and experience with analyzing large public health data (emergency department, hospital discharge, vital statistic, BRFSS, and Medicaid data). Proficiency in advanced statistical analysis and programming languages including using SAS including SAS BASE, SQL, GRAPH, STAT, ODS, MACRO. Advanced experience developing web-based interactive public health performance dashboards. Demonstrated, advanced proficiency in Microsoft Office. Experience communicating effectively to various audiences in writing and verbally. Some experience in a supervisory capacity.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
