Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making permanent non-competitive appointments and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.COMPETITIVE MINIMUM QUALIFICATIONS:Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law.55 B/C QUALIFICATIONS:Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.You must meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are:One year of permanent competitive, non-competitive, or 55-b/55-c service in an office assistant, clerical, keyboarding, or paraprofessional* title allocated to Grade 11 or higher.*Only paraprofessional titles in an office environment will be considered qualifying. Service in a direct care title is NOT qualifying. Examples of NON-qualifying titles are: Developmental Disabilities Secure Care Treatment Aide 1, Direct Support Assistant, Licensed Practical Nurse, Mental Health Therapy Aide, and Security Services Assistant.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Duties Description Duties include but are not limited to: • Support management of Healthcare Workers for Our Future Scholarship, as well as other grant and scholarship programs and serve as a daily HESC contact for all inquiries pertaining to these programs, providing technical guidance and assistance with program operations. May handle other scholarship programs as assigned.• Draft well-crafted responses and respond to inquiries regarding awards and the program, from constituents, partners, interested parties.• Liaison with various agency program staff including HESC’s digital team, outreach staff, call center, other state and local partners. • Work with awardees to obtain signed contracts and monitor the status of contracts returned.• Update Scholarships database and manage reporting requirements and keep up to date metrics as they relate to programs. • Provide regular updates to supervisors, Program Manager, Division Directors, Vice President of Grants and Scholarships, Executive VP and other staff and create presentations for report out to management and other stakeholders when needed. • Participate in the formulation of recommendations regarding reporting, tracking, managing program and resolving issues and coordinate resolution of findings and implementation of modifications.• Draft communication to awardees and colleges.• Work with ITS and Grants and Scholarships team to ensure HESC databases have relevant information to collect data from schools on participant enrollment and issue payments.• Compile data as requested for supervisors/division management.• Work with Division management to implement any changes to workflow, programs, policies, procedures, etc.• Supervise clerical employees by prioritizing work assignments, ensuring efficient and effective workflow, and training and evaluating staff. • Perform other duties as assigned.
