Minimum Qualifications Candidate must have one year of permanent competitive service as a Human Resources Specialist 3 (Labor Relations), G-25, or in a title allocated to G-23 or above and eligible to transfer under Section 52.6 of the Civil Service Law.
Duties Description Reporting to the Director of Human Resources Management but operating largely independently, the duties for this position include, but are not limited to: •Providing advice, support, and consultation to program managers, employees, union representatives, and OMIG Executive staff related to negotiated agreements and issues arising from them; providing recommendations on interpretation and application of relevant Laws, rules, policies, and negotiated agreements;•Meeting with agency staff and suggesting strategies for conflict resolution; •Participating in the administration of employee relations matters, including hearing grievances and writing decisions, conducting investigations and building case files, implementing disciplinary procedures, drafting or reviewing counseling memos;•Working closely with Office of Counsel advisory staff to develop recommended approaches, proposed penalties, settlement discussions, and other Labor Relations matters; •Advocating for the agency or defending agency actions, including assisting external stakeholders such as OER and the Attorney General’s Office in the preparation and presentation at various forums; •Participating in and/or chairing agency-level Labor/Management meetings, and developing relationships with union representatives;•Participating in, and general oversight of, the Health and Safety Committee;•Supervision of one or more Employee Relations staff responsible for Reasonable Accommodations, grievance hearings, health and safety, and other matters as assigned; •Researching, reviewing, and developing and/or revising OMIG policies and procedures.
Additional Comments Contingent Permanent, full-time. The agency has a telecommuting policy that allows up to 50% remote work; however, a full-time, in-office presence may be required initially, followed by ability to apply to telecommute.
