Minimum Qualifications Permanent Transfer Candidate: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 4 (Nursing) G25 and eligible to transfer under Section 70.1 of the NYS Civil Service Law.Non-Competitive Candidates via NY HELPS: Possession of a license and current registration as a registered professional nurse in New York State; a bachelor's degree in nursing; and four years of post-licensure, specialized professional administrative or professional clinical experience. One year of the experience must have been at a supervisory level.Preferred Qualifications: Medicaid experience including an understanding of the eMedNY system; experience working with medical claims and prior approvals; policy development and implementation; supervisory skills; excellent communication, written, and organizational skills; ability to function independently and manage multiple tasks and priorities.

Duties Description The Health Care Surveyor 4 (HCS4), grade 25, will be assigned to the Bureau of Medical Review Medicaid Prior Approval Unit, which is responsible for the review of prior authorization and prior approval of private duty nursing services, durable medical equipment, prosthetics, orthotics, medical supplies, and medical pended claims. This position will provide leadership, training and staff development, performance evaluation, and direct and indirect supervision of nursing staff who are responsible to perform clinical reviews, process prior approval requests, and adjudicate complex medical claims. The HCS4 will support the Bureau through development of medical review policies and procedures, written reports, data analysis, and technical assistance to providers and other staff. The HCS4 will serve as a liaison and medical expert representing the Bureau, act as a medical resource to the Bureau, and assist with other projects and duties as assigned.
