Duties Description • Direct Oversight and Management of Bureau Unitso Reporting to the Assistant Deputy Comptroller of the Division of Finance and Administration, the Director of Financial Administration 5 is responsible for managing the budgeting, expenditure control, finance and business administration activities of the Bureau in accordance with laws and regulations on behalf of the Office of the New York State Comptroller (OSC).o Manages a staff of approximately 50 employees across multiple teams/units.o Manages cross-functional enterprise projects in collaboration with Deputy Comptrollers, Assistant Deputy Comptrollers, Directors, program staff, other State agency representatives, and vendors.o Advises OSC senior management on budget and policy matters. o Sets agency fiscal policy, procedures, and internal controls for agency financial processes.o Represents OSC with external partners, such as the Division of Budget and legislative committees, on fiscal matters.o Reviews and advises on proposed or enacted legislative changes, Attorney General’s policies and opinions, the Division of Budget’s policies, and the Office of the State Comptroller’s Guide to Financial Operations. o Serves on OSC’s Enterprise Investment Board and various project Steering Committees.o Oversees the Annual Internal Control Certification required by the OSC’s Bureau of State Expenditures.• Budget Services Oversighto Directs the formulation of OSC’s State Operations budget request which includes General, Fiduciary, Internal Services, Special Revenue Fund, and Capital appropriations.o Manages the implementation and execution of OSC’s $567 million enacted All Funds budget.o Oversees maintenance and execution of OSC’s IT spending portfolio in collaboration with the Chief Information Officer. o Provides agency Division’s with research and analysis regarding current appropriations, spending plans, comprehensive budgetary projections and up-to-date fiscal spending.o Monitors and controls agency/division staffing levels and expenditures within fiscal constraints.o Prepares and presents agency spending plan options to the Comptroller and Executive Staff.• General State Charges Oversighto Oversees the auditing and payment processing related to judgements and settlements paid under the Public Officers Law, Court of Claims Litigation, taxes on State-owned lands, and state payments in lieu of taxes.o Collaborates with OSC’s Counsel’s Office to analyze and evaluate the appropriateness of all payments prior to execution.o Provides frequent expenditure reporting to the Division of Budget (DOB) and legislative fiscal committees. o Reviews tax records and consults with the Office of Real Property Tax Services to resolve inconsistencies in County tax payments and property assessment roles.• Procurement & Contractual Services Oversighto Oversees The Purchasing Unit which processes approximately 1,200 purchase orders annually. o Oversees The Contracts Unit which executed 96 contracts in 2023 and manages approximately 60 competitive procurements at any given time.o Collaborates with OSC’s Bureau of Contracts and Legal Services Division, and the Office of the Attorney General on all procurement and contractual matters.o Ensures that all procurements remain in compliance with State Finance Law and New York State Procurement Guidelines. o Develops procurement strategies to facilitate successful contractual engagements for agency initiatives. o Ensures that the development of Requests for Proposals, Invitations for Bids, Requests for Quotes, and discretionary purchases are based on defensible criteria. o Oversees the modernization of Procurement business tools to enable development of performance metrics and reporting to business units.• Travel & Accounts Payable Oversighto Ensures employees comply with NYS travel policies and the use of State issued travel cards. o Oversees the processing of timely travel reimbursement in accordance with NYS travel policies.o Ensures payments are made timely and late interest payments are minimized. • Minority and Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Businesses (SDVOB) Oversighto Provides strategic oversight, supervision, and direction of the MWBE and SDVOB programs including compliance with applicable laws and guidance.o Directs the planning, development and implementation of MWBE & SDVOB program policies and procedures for promoting fair and open procurement pursuant to state law, and procurement tools to facilitate utilization of MWBEs and SDVOBs in purchasing and contracting activities.o Provides strategic oversight, supervision, and direction of program operations, including agency-specific annual goal setting, utilization, procurement categorization and determinations, contract compliance, enhanced program metrics, and outreach.o Ensures alignment of MWBE and SDVOB program policies and procedures with agency’s mission and strategic objectives.o Ensures mandatory reporting to ESDC-DMWBD and the Office of General Services is completed.o Oversees the development and efficacy of MWBE and SDVOB program outreach tools (i.e. promoting MWBE/SDVOB program with divisions, conferences, forums, expos, webinars, and website and brochure publications).• Outreach, Intake, and Policy Analyst Oversighto Provide oversight into the Contracts and Purchasing Teams intake process in development. o Evaluate processes, establish sustainable metrics, make informed recommendations, and implement process changes particularly with respect to Procurement activities.o Assist in the escalation process by overseeing outreach on procurement renewals. Managing expectations associated with new formal procurements. Assess the product/service against the market that it is being bid within.o Provide direction during complex contract negotiations and issue resolution.o Provide oversight of challenging scope issues in an effort to reach solutions with programs and vendors. o Oversee ongoing efforts to improve skills and communicate Bureau mission and goals

Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
