Minimum Qualifications Candidates who meet either of the qualifications listed below (Option #1 or Option #2) are eligible to apply: Option #1 A. EducationA master’s degree in a mental hygiene discipline, hospital or health administration, or other administrative area specifically related to health care, sociology, statistics, or quantitative research; or a license to practice medicine in New York State or Canada.ANDB. ExperienceSix (6) years of experience in a mental health program or health care setting that includes one of the following: 1. Four (4) years of managerial experience in one quality management component area, such as program evaluation, clinical risk management, standards compliance, survey readiness, utilization review, or a closely related area; or 2. Three (3) years of managerial experience in two of the above quality management component areas; or 3. Two (2) years of managerial experience in three of the above quality management component areas.Option #2 A. EducationA Master's degree in a mental hygiene discipline (including physician assistant, occupational therapy, physical therapy, social work, speech pathology and audiology, communication disorders, psychology, recreation therapy, rehabilitation counseling, education, nursing), hospital administration, community mental health, business or public administration or other administrative area specifically related to health care, behavioral or social science from an accredited school; or a valid license to practice medicine in New York State or Canada. ANDB. Experience Six (6) years of administrative, consultative, or supervisory experience in a mental health program, two (2) years of which must have been managerial experience, including one or more of the following:1. One (1) year of experience in a position as the administrative head of a multidisciplinary treatment team;OR2. One (1) year of professional, supervisory, or administrative experience in the development, operation, and/or implementation of the mental health service delivery system for State facilities, counties, local, or private agencies in two or more of the following areas: program development, management procedures, community organization, resource planning, funding, program proposals, advisory boards, consumer and community advocacy, and intergovernmental relations.Additionally, all candidates must be eligible to participate in Federal health care programs (e.g., Medicaid). Individuals excluded from participation in these programs will not be considered.

Duties Description The DDPC 1 - QM is an essential member of the facility's Executive Management Team. Under the general direction of the Executive Director and in close collaboration with the facility leadership team at RCPC, the DDPC 1 – QM participates in developing, implementing, interpreting, and evaluating the facility's mission, goals, and policies and how they impact the care and clinical treatment provided to the youth and families they serve. The DDPC 1 – QM is responsible for:• Supervising all departments assigned to the Quality Management Program - program evaluation, risk management, utilization review, health information management, and staff development. • Ensuring compliance with OMH, The Joint Commission (TJC), the Centers for Medicare & Medicaid Services (CMS), and external regulatory agencies standards, cultural competence, and continuous quality improvement.• Ensuring high-quality and effective care in both inpatient and outpatient programs.

Additional Comments Capital District Psychiatric Center (CDPC); a Joint Commission accredited Office of Mental Health (OMH) facility, is recruiting a Deputy Director, Psychiatric Center 1 - Quality Management (DDPC 1 - QM) to oversee their Quality Management Program. CDPC, located in Albany, NY, provides a full range of quality outpatient and inpatient services to adults and children covering a nine (9) county service area in Upstate New York and is a major teaching site for psychiatry for Albany Medical College. Services are delivered safely in a respectful and caring environment with a primary focus on hope and recovery. CDPC promotes a system of care in which treatment, rehabilitation and recovery are realized through ongoing collaboration with patients, their families, and the service providers within the facility’s catchment area. Emphasis is on services that recognize the importance of individual preferences and are person-centered and evidence based. CDPC, located in Albany, NY, provides a full range of quality outpatient and inpatient services to adults and children covering a nine (9) county service area in Upstate New York and is a major teaching site for psychiatry for Albany Medical College.
