In 2021, the New York State Public Health Corps (NYSPHC) Fellowship Program was formed to support New York State public health preparedness and response related to the COVID-19 pandemic and other public health emergencies. In August 2024, the next cohort of NYSPHC Fellows will be mobilized across New York State to 1) provide critical support and services to the New York State Department of Health, local health departments (LHD), and community-based sites in response to both current and future public health emergencies, (2) build effective communication and messaging throughout the State to support key strategies addressing public health efforts, and (3) facilitate connections among the community level public health stakeholders required to strengthen and sustain public health learning and action partnerships. Public Consulting Group LLC (PCG), as the project manager,and its affiliate, Staffing Solutions OrganizationLLC(SSO), have partnered with NYSPHCfor SSOto recruit and hire Fellows for the 2024-2026 Public Health Corps Cohort.

Responsibilities

As a Public Health Fellow II, youwillberesponsible forworking with thedesignatedhostorganizationto provide specialized professional services related toidentifiedpublic health priorities.The Public HealthFellowII will have an onsite presence based on the needs of thehost organization. The host organizationmayrequireup to 100 percent onsite workand/or local travel.

  • Comply withNYSPHC requirements,including successfully completing Cornell University’s Public Health Essentials Certificate Course and University of Miami’s Building Expertise in Administration and Management Certificate course.

  • Comply withPCGprojectand SSO employment and program requirements.

  • Focus efforts in at least one of the following areas: communications;emergency preparedness and response;epidemiology;laboratory;policy development;program and organizational management; and stakeholderengagement.

Responsibilities and tasks may include:

  • Facilitatepublic health investigations and surveillance activities to gather information on COVID-19, emerging or future public health threats, and/or chronic or communicable diseases.

  • Provide public health education, training, and outreach programs.

  • Collect, review, and enter data required by the host organization.

  • Prepare written summaries, reports, and action plans.

  • Create anddisseminatecommunications for public health outreach.

  • Educateandfacilitatethe public in obtainingappropriate services.

  • Communicate regularly with theNYSPHCFellowship Placement Coordinator. 

  • Other duties, as assigned.  

*Fellowship Position Specific Description *

The Department of Health (Albany) Public Health Fellow II will work in the area of Epidemiology and Data with a focusinpublic health infrastructure developmentandCOVID-19 . This position is located in Albany, NY at the Corning Tower Department of Health Office.The Fellow will support the New York Patient Occurrence Reporting Tracking System (NYPORTS) Program, which oversees reporting on the NYPORTS online application, which is a mandatory, confidential, adverse event reporting system for all general hospitals and diagnostic and treatment centers licensed by DOH. The NYPORTS program isseeking a nurse with at least bachelor level education and post-graduate experience working in clinical settings, with a strong preference for applicants with direct experience in hospital and/or diagnostic and treatment center locations. The Fellow will primarily review and triage adverse event submissions and perform education and outreach to licensed facilities to further strengthen the program's role in improving health care quality through non-punitive measures and best practice development. Specific duties will include:

  • Assistin the review and closure of adverse eventssubmittedby DOH-licensed facilities, including reducing the backlog of 5,000 open adverse events.

  • Aid in the development of correspondence, written policies, procedures, and staff training materials that are needed to sustain programmatic adherence to statutory and regulatory compliancein the event ofstaff turnover and retirement.

  • Work with internal and external stakeholders tofacilitatetimelypublication and sharing of NYPORTS data through the verification of adverse event submissions and reports.

  • Assistin reviewing backlogged cases for ICD codes that are related to COVID-19 conditions, with a particular emphasis on cases resulting in maternal or infant adverse events, for research purposes.

This position is up to 50% remote after 1 month of full in-person training.

Minimum Qualifications

At least one of the following:

  • Two years of experience within a health, public health, education, human services, community-based organization, or institutional setting

  • Two years of experience in administrative, personnel, fiscal, or other related operational activity

  • Bachelor's degree

  • Strong organizational, communication, and analytical skills, and the ability to work effectively in a team environment.

  • Proficiencywith computers, including word processing, email, data entry, using spreadsheets and databases, and creating presentations.

  • Critical thinking and sound judgment. 

  • A flexible, adaptive, and composed attitude with the ability to interact professionally with culturally diverse individuals.

  • Phenomenal work ethic with a positive attitude.   

  • Employment is contingent on completion of a background check.  

  • Must be able to meet position requirements, including reporting for onsite work or local travel asrequired.  

  • Ifa fullyremote position,musthave reliable internet access. 

Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, SSO provides a reasonable range of compensation for this role. In addition, SSO provides a range of benefits for this role.
