Apply today to join the Office of the New York State Comptroller.No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program:For appointment to the BUSINESS SYSTEMS ANALYST 1 (full journey level, SG-18), you must have: A Bachelor’s or higher degree AND TWO years of professional experience as described below.Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.For appointment to the BUSINESS SYSTEMS ANALYST TRAINEE 2 (SG-14), you must have:• A bachelor's degree and one year of professional business analysis experience where your primary duty was performing three of the five following activities: o Eliciting requirements as the foundation for the solution to the organization's business needs; o Identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements;o Describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; o Validating requirements throughout the product/system development life cycle (SDLC); o Developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.• A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.For appointment to the BUSINESS SYSTEMS ANALYST TRAINEE 1 (SG-13), you must have:• A bachelor's or higher degree.The following activities are NOT considered qualifying experience:• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.• Development of instructional materials and classroom training.• Help desk duties including troubleshooting, resolving user issues, and providing customer service.Competitive Minimum Qualifications:You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6, or 70.4 of the Civil Service Law.Transfer:For 70.1, 52.6, or 70.4 transfer to a Business Systems Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.To determine if your current Civil Service title is eligible for transfer to this title, visit the Career Mobility GOT-IT website: Career Mobility Office » GOT-IT (ny.gov)Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.55-b/c: This position may be designated 55 b/c and is subject to verification of applicant eligibility.For more information on this program, please visit the NYS Department of Civil Service website, 55b/c Recruitment Resources Center (ny.gov)

Duties Description Assist with requirements management for IT projects• Assist with organizing and facilitating enterprise or division-specific requirements elicitation sessions for IT projects ensuring stakeholder needs are understood.• Serve as recording analyst at requirement workshops. • Prepare written documentation to support the understanding of the business and stakeholder requirements such as process models, data models, use cases, and technical specifications. • Coordinate and participate in user acceptance testing. • Develop training materials related to business systems implementation for users. Assist with business process improvement projects• Assist with conducting business process improvement (BPI) projects.• Prepare written documentation to support the understanding of the "as-is" state and development of a "to-be" process.• Observe and document the steps in the “as-is” process. • Assist with identifying key performance indicators (KPI) as well as other metrics, which will provide a fuller understanding of the return of investment (ROI) for each project. Promote business analysis maturity• Assist in establishing and maintaining business analysis methodologies.• Assist with development of consistent approaches and best practices for business analysis.• Participate in business analysis training activities.• Participate in the OSC Business Analysis Community of Practice.• Assist with IT governance committees including recording action items and outcomes. • Continue professional development through attendance at meetings. • Assist with a variety of administrative tasks related to the business analysis office.

Additional Comments Knowledge, Skills, and Abilities: • A passion for business analysis. • Experience using recognized business analysis elicitation techniques to elicit requirements (e.g., business, stakeholder, solution, and transition); and determine required operational services from business users as the foundation for the solution to the organization's business needs (e.g., brain storming, interviewing, observation);• Experience using recognized business analysis methodologies to design solutions aimed at improvements by elevating the efficiency and effectiveness of the business processes (e.g., business process improvement, business process modeling, data modeling, fit-gap analyses, or functional designs).• Strong facilitation and organizational skills.• Excellent verbal and written communication skills.• The ability to work with others to analyze problems quickly and develop the best solutions options.• The ability to be flexible, to adapt to change, and work well in a participative, team-oriented environment with diverse assignments; and• Business analysis training, membership/participation in the International Institute of Business Analysis and professional communities of practice. Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so.
