Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitiveappointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.If you are hired via HELPS, at a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitiveemployment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.The position may be filled at the Business Systems Analyst Trainee 1 Health level equated to SG-13, $49,363, Business Systems Analyst Trainee 2 Health level equated to SG-14, $52,198, or full performance Business Systems Analyst 1 Health SG-18, $65,001, based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Business Systems Analyst 1, SG-18 following the successful completion of the traineeship.NON-COMPETITIVE MINIMUM QUALIFICATIONS:Business Systems Analyst Trainee 1 Health: A bachelor's or higher degree.Business Systems Analyst Trainee 2 Health: A bachelor's degree and one year of professional experience as described below OR a JD or Master’s degree in a related field.Business Systems Analyst 1 Health: A bachelor's degree and two years of professional experience as described below OR a JD or Master’s degree in a related field and one year of professional experience as described below.Qualifying experience includes: Business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC)COMPETITIVE QUALIFICATIONS:Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Business Systems Analyst 1 (Health); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Business Systems Analyst 1 (Health). Preferred candidates will also have supervisory experience; strong oral and written communications skills; proficiency in Microsoft Office (Word and Excel); strong analytical skills; and the ability to work well independently and under pressure to meet deadlines.

Duties Description The Business Systems Analyst 1 (Health) will work within the Eligibility Systems Modernization Group (ESMG), Bureau of Upstate Eligibility Systems, as part of a team responsible for implementing the Medicaid policy/legislative changes to the Welfare Management System (WMS), the transition of populations out of WMS, developing the Medicaid Eligibility and Client Management (MECM) System, ongoing development/maintenance of NYS of Health (NYSOH), and the support of continuous improvement activities.The incumbent will be trained in the business analysis methods employed by the department and will work within a team on the following tasks:• Create and implement user acceptance and regression testing for WMS System Changes and MECM implementation;• Define user requirements; • Create documentation to support projects and reflect organizational change;• Research, propose, and test systems solutions to identified user and systems issues; • Analyze and generate reports for internal and external customers; • Assist in defining process improvement through the identification of policy, process and systems gaps; • Provide written documentation as required using department forms and processes;• Create ad hoc reporting utilizing available reporting tools;• Apply knowledge and experience of Medicaid regulations and program policy to system design and associated business processes; and • Coordinate project activities and the resolution of action items for multiple stakeholder groups.
