Duties Description OCA - DIVISION OF FINANCIAL MANAGEMENT IS RECRUITING FOR (1) POSITION IN THE ANALYST SERIES. THE POSITION WILL BE FILLED IN ONE OF THE FOLLOWING TITLES AND WILL BE DEPENDENT ON THE QUALIFICATIONS AND EXPERIENCE OF THE APPLICANT SELECTED.ASSIGNMENT: This position will be assigned to the Budget Unit within the Office of Court Administration’s Division of Financial Management. The position’s principal assignment will be to develop and maintain a capital spending plan, working closely with various OCA units to create, maintain and update multi-year capital spending plans. Responsibilities include working with staff in these OCA units to improve methods of tracking and projecting capital expenditures on a multi-year basis and developing budgets that support projected spending levels in the out-year.Other duties will include budget development, monitoring and implementation for OCA units, judicial districts and/or appellate court agencies; recommending program priorities, appropriation levels and developing multi-year spending projections; conducting, reviewing and leading special projects including ad hoc studies, contract review or other activities; developing and coordinating fiscal, workload and staffing analysis; preparing written narratives and briefing documents; maintaining working relationships with court staff and Executive Branch agency staff; coordinating implementation of initiatives to improve delivery of services and achieveoperational efficiencies; and working with OCA Counsel’s Office to evaluate probable fiscal and program impacts of legislative initiatives. Strong written, organizational, analytical and supervisory skills are required. Relevant experience in budget development and analysis and knowledge of web-based management systems, Excel, Access and Word are required. Advanced skills and previous experience in capital budgeting and expenditures, particularly as they relate to technology procurement and purchasing, is strongly preferred.POSITION TITLE: SENIOR BUDGET ANALYST JG: 28BASE SALARY: $107,629QUALIFICATIONS: One year in the Budget Analyst title; or Master's degree in Public or Business Administration from an accredited college or university and four (4) years of relevant experience; or An equivalent combination of education and experience.DISTINGUISHING FEATURES OF WORK: With substantial independence from supervision, Senior Budget Analysts work in the Office of Court Administration's (OCA's) Budget and Finance Office, and in other OCA units where they analyze, review, and assist in the implementation of a number of complex components of the unified court budget. Senior Budget Analysts also provide confidential assistance in formulating budget policy and preparing components of the unified court budget. Senior Budget Analysts are assigned to evaluate the budgets of courts that are located in particular geographic areas or that have the same legal jurisdiction.Senior Budget Analysts may also supervise Budget Analysts and other subordinate personnel and perform other related duties.POSITION TITLE: BUDGET ANALYST JG: 25BASE SALARY: $91,642QUALIFICATIONS: One year in the Principal Court Analyst title; or Master's degree in Public or Business Administration from an accredited college or university and three (3) years of relevant experience; or An equivalent combination of education and experience.DISTINGUISHING FEATURES OF WORK: With substantial independence from supervision, Budget Analysts work in the Office of Court Administrations (OCA's) Budget and Finance Office and in other OCA units where they are primarily responsible for analyzing, reviewing, and assisting in the implementation of a specific component of the Unified Court Budget. Budget Analysts also provideconfidential assistance in formulating budget policies and preparing a component of the Unified Court Budget. Budget Analysts are usually assigned to evaluate the budgets of courts that are located in a particular geographic area or those that have the same legal jurisdiction. They may also be responsible for supervising Principal Court Analysts and other subordinate personnel, and for performing other related duties.

Minimum Qualifications QUALIFICATIONS: One year in the Principal Court Analyst title; or Master's degree in Public or Business Administration from an accredited college or university and three (3) years of relevant experience; or An equivalent combination of education and experience.
