Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are a master’s degree and EITHER:1. Two years of professional experience in an education agency or organization working with elementary, middle, or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or education grants; OR2. Possession of New York State permanent or professional certification in classroom teaching, administration and supervision, or school service AND two years of professional experience in a public school teaching common branch subjects in grades Pre-Kindergarten to 6 or teaching academic subjects (English, a language other than English, mathematics, science, or social studies) in grades 7-12; OR two years of professional experience working with students in the areas of early childhood and parent education, guidance counseling, school social work, or attendance improvement/dropout prevention.COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Improvement Services.Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Assistant in Education Improvement Services position in the Office of Student Support Services. This Office promotes student learning and wellness, as well as school improvement by directing and managing programs and services designed to provide the supports necessary for children and youth to successfully fulfill their potential as students and citizens. The incumbent of this position will focus on requirements and best practices related to data collection, school climate and safety, alternative education programs, grants and procurements and program monitoring. Duties of this position include, but are not limited to, the following:• Provide guidance and respond to inquiries from school and district administrators and staff, other public or private agencies, professional groups, students and families, verbally and in writing related to SSEC data collection, implementation of the Dignity Act, and related initiatives;• Develop and/or review guidance documents for school and district administrators and staff related to data collections, including the Dignity for All Students Act reporting, SSEC reporting, Behavioral Intervention and related initiatives;• Perform fiscal review and approval of grant and contract budgets and amendments.• Review data reported by schools and districts for accuracy and completeness, follow up with school and district administrators regarding areas of concern, and develop annual reports as needed;• Assist in writing requests for proposals (RFPs) and the operation of the application review process and qualifications of potential reviewers;• Review grant applications and contracts related to program development plans, performance reviews, and aligned budgets;• Conduct monitoring site visits and phone monitoring of NYS schools, and/or review site visit summary reports and recommendations;• Arrange and conduct internal and external meetings, conferences, or training, or workshops to support program initiatives;• Assist with committees to support or advance Department initiatives; and• Perform special assignments as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent-permanent, competitive appointment, a contingent-permanent, non-competitive appointment or a temporary provisional appointment. Provisional candidates must take the examination for Assistant in Education Improvement Services when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position will require 10% in-state/Statewide travel. This position leads to a maximum salary of $101,197 based on annual performance advances.
