U.S. Coast Guard Commercial Vessel Safety Coordinator, GS-1801A-13 in Alameda, California

Summary This position is located in Department of Homeland Security, United States Coast Guard, Pacific Area (PACAREA), Prevention Operations Planning Branch (PAC-5P), Vessel Activities & Investigation Section, Alameda, CA. Responsibilities The incumbent oversees the development, promulgation, deployment and implementation of operational procedures suitable for operational commanders to accomplish Commercial Vessell Safety (CVS) missions to implement a compliance program for all CVS activities under the regulatory purview of the U.S. Coast Guard. This includes vessel inspection, examination and investigating related activities. The incumbent is a PAC-54 Branch's subject matter expert in CVS activities: including U.S. and foreign vessels and consisting of all types of waterborne commercial vessels ranging from small (Subchapter T or C) inspected vessels (including Commercial Fishing Vessels and Towing Vessels), to deep draft cargo, tank, liquefied gas and other type vessels. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Making recommendations and developing program operational planning procedures. Coordinates input from individuals and organizations that are interested in and/or effected by the programs. Preparing a variety of program documents and oversees/audits training for CVS activities. Conducting broad and/or in-depth research of Coast Guard CVS policies and interprets authoritative guidance from USCG policy and directives. Translating legacy or developing new standardized operational procedures aligned to current mission requirements. Providing assistance to the Marine Safety Center (MSC), CG Sectors and marine industry regarding the development, applicability, interpretation and enforcement of international treaties, laws, policies, and regulations relating to the CVS functions and inspection/manning of U.S. commercial vessels. Providing technical assistance to a wide variety of individuals and organizations, including officials from state, local government agencies and maritime industry. Participating in conferences with representatives of the Prevention Directorate, industry, private organizations, federal agencies and congressional delegations. Drafts authoritative and explicit replies to the general public concerning the regulatory, policy, and interpretive aspects as they apply to the inspection requirements and safety management documentation of U.S. Headquarters program managers on exemptions and waivers from U.S. citizen manning applicable to domestic vessels. Requirements Conditions of Employment Males born after 12/31/1959 must be registered for Selective Service. U.S. Citizenship is required. This position requires a Secret Clearance. Background Investigation is required. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications To qualify for the GS-13 level you must have completed at least 1 year of specialized experience equivalent to at least the GS-12 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of qualifying specialized experience include: Planning, organizing, directing, and operating a passenger vessel safety program for a large geographic area that affects many different companies and organizations; Reviewing, evaluating, and advising on the full range of activities associated with improving passenger vessel safety programs; Developing safety, inspection and compliance programs and activities and implementing new methods to resolve critical problems resulting from the introduction of new technology; Providing policy guidance and technical assistance to other unit passenger vessel safety coordinators, third party organizations, and state and federal management agencies; Conducting evaluations of on-site passenger vessel safety examination, education, and consultative services administered by the organization; Providing authoritative interpretations of passenger industry vessel safety standards and regulations; Developing training and qualification programs for enforcement and outreach passenger vessel safety activities; and Representing management at conferences and meetings and speaking for an organization regarding the application of passenger vessel safety standards.
