Summary The Licensed Professional Mental Health Counselor Program Manager position is located at a Vet Center in the Readjustment Counseling Service (RCS). Readjustment Counseling Service is a unique service within the Veterans Health Administration (VHA) that provides readjustment counseling to eligible Veterans or active military Service members and their families whose service was in support of combat operations. Responsibilities Serves as a Licensed Professional Mental Health Counselor Program Manager, RCS Vet Center Director (VCD) and is responsible for the professional and administrative supervision and oversight of all readjustment counseling, outreach, referrals and follow-up care coordination services provided to eligible individuals within the designated Vet Center Service Area (VSA). The VCD supervises both professional and nonprofessional staff including multi-disciplinary team of mental health professionals of various performance levels who work in multiple locations (Vet Centers, Vet Center Outstations and Community Access Points) and in communities distant from the Vet Center through planned outreach, often in conjunction with a Mobile Vet Center Administrative and outreach staff service functions are also the responsibility of the VCD The LPMHC Program Manager VCD oversees the fiscal, contractual, and operational obligations of the community-based Vet Center Leads the coordination and briefing during meetings with Congressional representatives and their staff VCD takes the lead in planning, establishing and implementing Vet Center policies and procedures, developing staff goals and objectives, monitoring, coordinating and evaluating the work of all Vet Center staff, including social workers, other Hybrid Title 38 Mental Health professionals, Title 5 Readjustment counselors, outreach workers and office Managers Provides direct readjustment counseling services within and outside of the Vet Center to include in-person and virtual services Perform other duties as assigned Work Schedule: Monday - Friday, 8:00am - 4:30pm; some evenings and weekends may be required based on the needs of the Vet Center. Education: a Master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; OR a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Experience, Education and Licensure. In addition to the basic requirements, completion of one year of progressively responsible assignments and experience equivalent to that equivalent to the GS-12 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment.
