Transportation Engineer I: Performs construction, transportation transportation/traffic engineering work operations in one and/or or more maintenance. functional areas Ensures such as compliance planning, with project applicable development federal and state design, laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. [Employees at this level follow standard practices that do not require frequent supervision of details]. Transportation Engineer II:Performs [complex] transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. [Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor]. The essential duties for the Transportation Engineer I include: Analyzes and recommends approval for modifications to highway maintenance contracts. Analyzes schedule trends, determines risks and supports management in evaluating options for corrective action for routine projects. Assesses and reports actual project progress versus planned progress to determine trends and variances for routine projects. Assists in evaluating pavement products and pavement condition data. Assists in overseeing construction project traffic control plans; periodically reviews traffic control devices with Area Engineers. Assists in overseeing contracts, issuing work orders and monitoring construction schedules and contractor payments and job progress on construction projects. Assists in overseeing the external Equal Employment Opportunity program. Assists in performing structural review of complex forming, false work and erection details. Assists in recommending major maintenance and betterment programs to the district staff. Assists in reviewing shop drawings prepared by fabricators for bridges and related structures. Assists Project Managers related to resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives. Assists project managers to establish realistic and achievable schedule baselines. Assists with design, computer operations and plan preparation. Assists with the development of design and project development reports, surveys and correspondence. Coordinates and/or monitors assigned projects/programs/plans. Coordinates phases of preliminary design and revisions in PSE with districts, divisions, Administration, he FHWA, contractors, fabricators, Corps of Engineers and local entities. Coordinates traffic engineering studies and traffic counts. Develops and/or reviews engineering related documents, correspondence, reports and remediation plans. Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support. Interprets maintenance standards, rules, methods, procedures, practices and policies. Interprets manuals and required guidelines for traffic operations. Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items. Makes presentations and represents TxDOT. May serve as a lead worker and the related tasks. Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements. Monitors contractors' compliance with plans and specifications. Performs and/or coordinates the review and processing of Plans, Specifications Estimates (PSE) submission, special specifications or special provisions. Performs engineering design work such as development of layouts, sketches, plans, specifications, estimates nd contracts. Performs pavement designs and makes recommendations. Performs planning work such as plan review, calculations and assisting in transportation planning studies. Provides assistance in preparing reports on pavement conditions. Provides technical assistance in drainage design, resolution of drainage complaints, hydraulics evaluations and other hydrology matters. Resolves differences between contractors and inspectors. Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal. Reviews literature, technical data, material specifications and procedures. Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests. Reviews traffic engineering studies, warranting of traffic signals and speed zones. Reviews, processes and certifies project assign plans developed by consulting engineers. Uses department's enterprise Critical Path Method (CPM) schedule and resource management tool to accomplish scheduling and resource management of transportation projects. Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for transportation projects. Writes/reviews proposals and estimates for letting. Coordinates with others to develop, monitor and update integrated project plans and schedules to ensure projects are executed in the most efficient manner possible. Performs other job responsibilities as assigned.Additional duties for Transportation Engineer II include: Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and/or traffic safety projects. Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation. Assists Area Engineers with construction contract administration matters. Assists in developing and/or monitoring budgets. Assists in providing recommendations to the Motor Carrier Division for routing of overload vehicles. Assists in the publishing of technical training and guidance to project personnel on scheduling and resources of projects in an enterprise management system. Coordinates with Area Engineers and reviews area office contract submissions. Develops design and project development reports, surveys and correspondence. Evaluates pavement products and pavement condition data. Negotiates fees, explains scope of work and monitors consultant design contracts. Oversees and/or performs traffic engineering studies to recommend solutions for high accident locations, to warrant traffic signals and speed zones and to determine capacity and channelization of the highways. Oversees construction and audit records. Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers. Oversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress on construction projects. Oversees the external Equal Employment Opportunity program for construction contract work; monitors on-the-job training and the Disadvantaged Business Enterprise and Small Business Enterprise programs. Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Performs complex planning work such as plan review, calculations and assisting in transportation planning studies. Represents the district/division at technical meetings and public hearings at local, state, federal and/or international levels. Responsible for special events.
