Katmai Web Software Developer in ABERDEEN PROVING GROUND, Maryland

SUMMARY

Provide web software development support and services for the United States Army Medical Research Institute of Chemical Defense (USAMRICD) Office of the Chief Information Officer (CIO)/S6. Developer tasks are based on prioritized custom development projects for the MRICD Resource Planning Portal (MRPP) which will be provided by the government. Provide application development, programming, and support for USAMRICD’s custom developed application MRPP.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Design, develop and implement .NET/C# changes to MRPP.

  • Provide all phases of software design and development including deployment to test case and regression test case.

  • Support all facets of custom application development for MRPP using .NET/C# and related technologies according to approved user requirements.

  • Work from the S6 work queue of priorities. Review priorities statuses with the S6 Project Manager, set agreed upon timelines, and coordinate with the customers as needed.

  • Analyze and solve problems, determine source of problems, and maintain application maintains functionality (e.g., application issues or user error).

  • Independently work with customers to identify and resolve application issues by corrective actions.

  • Develop and execute test plans, test scripts and test scenarios for existing application enhancements based on documented change requests. Resolve all known defects prior to user acceptance testing.

  • Coordinate with the S6 to ensure all cybersecurity requirements are applied to MRPP. Ensure theimplementation of DISA’s application Standard Technical Implementation Guide (STIG) and checklists are submitted.

  • Support testing in a separate staging environment prior to production deployment. Assist customers with testing, verifying requirement, ensuring application functionality, application changes, or updates conform to the initial requirements of any approved changes.

  • Develop and author detailed test procedures, including test cases and regression test cases for each proposed product release.

  • Work with the S6 Development / Management team to ensure application updates and modifications to code are documented in an application change log and entered into the approved tracking system with scheduled deployments.

  • Implement, revise, and update the MRPP activity and cost object modules with the most current andaccurate data. All updates will need to be completed by customer determined timeline. Ensure data is uploaded for personnel to begin planning their requirements for in sufficient timeframe to support the development of cost data for USAMRICD and activities to develop appropriate pricing structures to recover the cost of product and services consumed by direct and reimbursable customers.

  • Create new costs tables derived from the updated USAMRICD model to support new functions/activities.

  • Update and create reports produced from the application.

  • Update and maintain the budget tool supporting cost tables for Research areas; support functions; and fee for-services areas.

  • Analyze data and reports being produced from the budget tool errors or potential system bugs to identify and make required updates to the tables and corrections to the system/application.

  • Establish a project plan outlining sustainment of the budget tool.

  • Provide a status report to the USAMRICD COR as required on projects.

  • Provide written insight to developer tasks based off prioritized custom development application and SharePoint projects as well as a summary of any management activity such as meetings with customers.

  • Maintain regular and punctual attendance.

  • Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Oversee contract work, in an on-site capacity. This may include coordination with USAMRICD departments to resolve any issues that may arise, trends relating to the contract or proposed changes or modifications to the contract. Support on-site management of the contract, enforce work standards, assign schedules, and review work quality.

Job Requirements:

MINIMUM QUALIFICATIONS

  • Five (5) plus years of hands-on technical and management experience with Web Software and custom application Development, computer systems, information systems and data communications.

  • Required Certifications (certifications must be maintained for the duration of employment):

  • DoD 8570.01 M IAT Level II Baseline Developer Certification Required such as (Security + CE or equivalent as specified in DoD 8570.01 M)

  • For the DoD 8570.01 M IAT Level II Computing Environment certification requirement, one or more of the following certifications is also acceptable:

  • Certified Microsoft Web Developer,

  • Microsoft Certified Solutions Associate (MCSA),

  • Microsoft Certified Solutions Expert (MCSE),

  • Microsoft 365 Developer,

  • Microsoft Certified Power Apps + Dynamics 365 Developer,

  • Microsoft Certified Microsoft Dynamics 365 + Power Platform Solution Architect,

  • Microsoft Certified Dynamics 365: Finance and Operations Apps Developer,

  • Microsoft Certified Dynamics 365: Finance and Operations Apps Solution Architect.

  • Bachelor’s degree in Computer Science or related field is preferred.

  • Must have and be able to maintain a Secret Clearance.

  • Must obtain and maintain any necessary security access and/or background checks (U.S. Citizenship Required).

DESIRED QUALIFICATIONS & SKILLS

  • Management and Technical experience meeting tight development schedules within the prescribed project times as projected by the development team.

  • Ability to support multiple development projects simultaneously on a weekly basis.

  • Management experience to support the development of a monthly status report regarding application development, testing and deployment activity.

Full-time. May be required to work additional hours as needed to complete assignment or project.

WORK ENVIRONMENT

Work is performed primarily indoors at a well-lit office or server room environment. The environment is normally air conditioned, but conditions may change dependent upon circumstances. Work may need to be performed in a fast-paced environment requiring quick thinking and rapid judgments. Employee will be exposed to a wide variety of clients in differing functions, personalities, and abilities.

PHYSICAL DEMANDS

Position consists of sitting for long periods of time, using hands/fingers, handling, reaching with hands and arms, speaking, or translating. Periods of walking, standing, bending, kneeling, stooping, crouching, and lifting equipment weighing up to 30 pounds. Moderate to extended periods of office work with heavy periods of computer usage.
